15 Million Political Ghosts. One Structural Demand.
The Crisis International law is strictly gated by nation-state membership. If you belong to no state, you belong to no political process. For 15 million stateless people, localized charity and humanitarian aid may sustain life—but they stop miles short of conferring political dignity. You cannot have a legitimate global civil order while millions of human beings are structurally locked out of the social contract. Jeffrey Sachs, global anti-poverty warrior and advisor to United Nations Secretaries-General, called Phillips’s proposal ‘ingenious’ and vowed to collaborate with him on it.
The Mission We are not asking for better aid. We are demanding structural representation. Our objective is the creation of a permanent, recognized United Nations seat for the stateless.
The Method We reject institutional paternalism. The architecture for this representation must be forged by the unrepresented themselves. Using the Socrates Cafe method, we are convening decentralized, grassroots dialogues worldwide. We are building the sovereign machinery for stateless populations to organically draft the mandate for their own representation, culminating in:
- The Shadow Delegation: A democratically chosen Provisional Council to serve as the global voice.
- The Sovereign Blueprint: A definitive legal covenant establishing a structural UN seat.
- The Diplomatic Resolution: Securing member-state sponsorship within the General Assembly.
